Government paid 24 million HUF for patchwork study

The Hungarian government paid 24 million Hungarian forints for a 49-page expert report (Hungarian, pdf) which was assessing and supporting the plans for the building of the new Ferencváros football stadium. Atlatszo.hu obtained the document through a FOIA request and established that the report was assembled from several texts available online and offline; the unknown authors slightly altered the original texts, they gave credits but didn’t add much new information to the original statements. The Ministry of Public Administration and Justice (KIM) signed a contract (Hungarian, pdf) with the company International Management Group Kft. in  2012.  The company had 45 days to deliver an expert report and to prepare a presentation on football and the related entertainment activities, and on the latest trends in the sports entertainment market. The government considers the construction of the stadium an investment of major importance; the construction to be completed in 2014 started in March, 2013 with a total budget of 13.5 billion Hungarian forints.
